The Mail app for Microsoft Windows 10 has no email groups feature. But a simple work around can solve that problem. Here is how you do it.

Create the Mailing List Open Windows Live Mail and select "Contacts" to open the Contacts window. Select "Category" in the New group to open the Create a New Category window.
