It's a Permission, Ownership or Encryption issue if you see An error occurred applying attributes to the file message in Windows 11/10. Here's the fix!

So I went to that individual file, and I fixed that one, I removed permissions, added permissions including "Everyone", Users, System, user (/my username). No error there.
