David Moch signed an easement agreement with Summit Carbon Solution allowing the carbon capture project developer to put a pipeline through his land, but he said signed only because of the threat of eminent domain — a court ordering him to provide a right-of-way for the pipeline.

In a 31-to-15 vote, Senators in Bismarck passed a bill that would limit North Dakota Game and Fish’s power to ban baiting. Senate Bill 2137 will move to the North Dakota house. If passed, it would stop NDGF from implementing rules keeping private landowners from using supplemental feed on their property.

Supporters of the bill say that baiting bans infringe on private property rights and are based on needless fears over the spread of Chronic Wasting Disease.
