Gov. Josh Shapiro’s proposed state budget presented on Tuesday includes plans to close two state prisons. The $51.5 billion proposal recommends shuttering the prisons based on a downward trend in the inmate population.

Shapiro pitched the state should address the deficit by creating new revenue streams, including recreational marijuana and so-called skill games, as well as tapping into $1.6 billion in savings.
