And Camp Mystic – an all-girls Christian camp situated along the Guadalupe River – housed about 750 campers on the flood-prone site as heavy rains started pouring.

Federal regulators repeatedly granted appeals to remove Camp Mystic’s buildings from their 100-year flood map, as the camp operated and expanded in a dangerous flood plain.
At least 19 of the cabins at Camp Mystic were located in designated flood zones, including some in an area deemed “extremely hazardous” by the county.
