Yes, there are picnic tables near the Nature Center building. It is shady and the park staff are welcoming.

No it isn't dog friendly and they have a few days per year ( if I remember correctly) of allowing dogs or pets. There are several other parks in the BREC system which are dog friendly, and they're very nearby Bluebonnet Swamp. In order to walk the trails completely, your path will always lead you into the nature center at some point. Knowledgeable staff and guided tours are a common occurrence and that would be extremely disruptive with dogs present. It's full of wildlife if you know where to look or what to listen for.
